Therefore, the appointed personnel must have at least the appropriate education and go through the necessary stages of professional growth, the most logical and correct path in the formation of the management personnel of the health care administration apparatus should include all stages of growth to the manager. Only under this condition can the manager be expected to be effective in health care management, which will allow finding new ways to solve the problems of maintaining and improving public health. The main goal of forming a personnel reserve is to create a trained personnel to ensure the high-quality work of institutions of the health care system. Formation of a reserve of management personnel is a comprehensive and complex organizational process that should be carried out taking into account the specifics of the criteria and principles of selecting candidates for the reserve in accordance with the modern needs of the labor market.
